NEW RICHMOND MEN'S GOLF LEAGUE
RULES / BY LAWS FOR 2008
1. Purpose of League
The New Richmond Men's Golf League exists specifically to
provide enjoyment, recreation, and friendly competition for members of
the New Richmond Golf Course and their guests.
2. Officer
Officers of the League will consist of a president and a
secretary who will both be elected at the annual meeting. The League
Secretary will be compensated for his duties with a family membership to
the New Richmond Golf Course plus $150.00 paid for out of league funds.
3. Annual meeting
The annual meeting of the League will be held within two weeks
of commencement of League competition each spring and will be open to
the general league membership. Year end meeting will be held the Tuesday
after the league championship / banquet. All league members can enjoy an
evening of golf and the year end meeting. The golf event will start at
5:00, with the meeting after golf.
4. Rules committee
League officers will appoint a three man committee and two
alternates for each night to serve for the year and assist in
interpreting USGA rules, local and League rule variations, and settling
disputes. This committe will not have more than one representative
from any team. A short summary of local variances from USGA rules and
explanation of common rule interpretations encountered on the New
Richmond Golf Course will be handed out to each team captain.
5. League sponsorship fees
League sponsorship fees will be $175 per team. These
fees must be paid by May 15, for Tuesday teams, and May 17, for Thursday
teams, or no points will be awarded. A $500 donation will be made to the
Joe Swanda Scholarship Fund. Team point money will be distributed at the
end of the year as is warranted by remaining League funds.
6. Basic format Tuesday night
Tuesday night League play will governed by USGA rules with the
exception of items addressed directly in these bylaws and local course
management policies. Competition will be between 16 teams based on a
"round robin" format. In addition, 3 "position" nights will be played
resulting in 18 weeks of competition. These "position" nights may be
replaced by making up earlier rain outs.
7. Basic format Thursday
night
Thursday night League play will be governed by USGA rules with
the exception of items addressed directly in these bylaws and local
course management policies. Competition will be between 16 teams on a
"round robin format. In addition, 2 "position" nights will be played
resulting in 17 weeks of competition. These "position" nights may be
replaced by making up earlier rain outs.
8. Green fees
Green fees due from non-members of the New Richmond Golf
Course must be paid on the night of competition or no points will be
awarded. Individual team captains will be responsible for
payment of green fees or resulting loss of points.
9. Rosters
Team rosters will be comprised of at least 8 men with
unlimited maximum. A golfer's name may only appear on one roster per
League night. Rosters must be finalized and submitted to the League
Secretary by July 1st. Teams will open the season with the same
roster as the closing of last year. Captains may alter the roster until
July 1st .
10. Handicaps
League handicaps will be based on League competition only.
The last 10 scores recorded in League competition will be used to
calculate handicaps. Scores used for handicap purposes will be carried
forward from year to year. To participate on the first night, new
competitors must present a USGA handicap or at least three approved nine
hole scores to establish a handicap for first night only. This first
night handicap will be established by a league officer or management of
the New Richmond Golf Course. Subsequent competition will be under
handicap based on actual League scores only. Scores from rounds played
without competition will not be used for handicap purposes. Guidelines
for proper adjustment of scores will be provided to all team captains.
All league golfers are encouraged to familiarize themselves with proper
score adjusting techniques.
11. Line ups
Line ups must be made out adhering to a policy
of low handicap to play against low handicap and high against high. The
League secretary will rotate player positions in line up. Team line ups
must be entered as early as possible on League night. Any team delaying
the posting of its line up to gain a competitive advantage, may be
subject to line up posting by a League officer. A team starting play
with less than 6 players may use any of their rostered players during
the round to fill the open position. That late starting player must
compete with the lowest unopposed handicap on the opposite team.
Such a late starting player will have forfeited any hole where all the
other players in his foursome have hit their second shot. Continual
abuse of line up rule will result in team probation.
12. Match play
League competition will be according to USGA match play
rules. Points will be awarded on the basis of one point per hole and
one half point for ties. Players who have obviously lost a hole should
"pick up" if they are at least three strokes over par for a hole. If an
opponent "picks up", player must finish hole himself to receive point.
All play is based on "summer rules" unless course manager says
otherwise. Golfers 70 or older by the first night of league can play
from the forward gold tees.
13. Forfeits
Players will only be awarded a forfeit if their is no
possible rostered opponent. Head to head competition must take
place where ever possible. Forfeit points will be awarded on the basis
of six points for an unopposed complete round. Any team allowing
a forfeit will be penalized two team points per forfeit. Any team
exceeding 6 forfeits per year or more than one per night will be
considered to be on probation and that team's participation in league
play for the following year will be in jeopardy and subject to review.
14. Speed of play
Golfers are encouraged to ignore "honors" on tee boxes and let
individuals tee off who have room to do so. Because of the large number
of golfers on the course and limited daylight, "READY GOLF" must be of
the highest priority for everyone.
15. Weather delays
Course availability will be determined by course management.
If course is open five holes or more, have to be finished by all players
to count as a round. Any unplayed holes will count as .5 point per
player per hole. If less than favorable conditions exist, the rules
committe will convene at 5:15pm to decide if competition will take
place. Prior to June 1st the decision will be made by 4:15.
16. Playoffs
Playoffs will be held at the end of each season involving 8
teams from Tuesday and 8 teams from Thursday night. The 16 playoff
teams will be "seeded" according to points per night percentage. Ties
for seeding positions will be broken by checking head to head
competition first, second and subsequent criteria will be to compare
competition with team just above tied teams in the standings until a
winner is revealed. A player may participate on only one play off
roster and must declare his playoff team by the last night of League
competition. To facilitate tie breaker procedures, during playoffs, all
players must “hole out” on every hole. Ties during playoffs will
be broken by comparing total net strokes, then total net pars. If a
winner is not determined by this time, a coin flip will be used. The
championship round will be decided by "sudden death" format. If a
qualifying team elects to not participate in the playoffs, the team with
the next best record will move up so that all playoff spots are filled.
Teams electing to not participate in the playoffs must notify league
officers of that intent by the last night of regular league play.
Non-notification of playoff withdrawal will result in removal of team
from league. Playoff competition rounds will begin at 5:00pm.
